Words from Roberto Rosario, President of the JCE

Apr 28, 2016

Ladies and gentlemen,
In my capacity as president of the Central Electoral Board, I have been invited to this distinguished venue, for which I am grateful, to present some reflections on the elections, the magnitude of the current challenge, their new developments, as well as their relationship with the economy, and how they serve to renew the democratic system.

-DSC 0216-roberto-rosarioOrtega y Gasset quite rightly said that "the health of democracy, regardless of its type and degree, depends on a mere technical detail: the electoral process." If we accept this premise, the purpose of this meeting, which is to discuss this topic, is of extreme importance and significance for the present and future of the nation.
In line with this criterion, our Constitution defines as one of the first-generation rights the right to elect and be elected, the right to exercise one of the attributes of citizenship, in terms of participating in the definition of public policies through the mechanisms established by law, and through direct election, choosing those who are called to hold public office.
Precisely to fulfill these prerogatives, electoral assemblies have been convened. They will be held in polling stations that will open for this purpose on the third Sunday of May, which in this case is the 15th, as provided for in Article 209 of the Constitution of the Republic.
